2025年7月9日，海南省外事办公室副主任尚静与罗马尼亚库尔蒂奇-阿拉德自由区管理局董事会主席安德烈·安东，在罗马尼亚阿拉德县签署《中华人民共和国海南省外事办公室与罗马尼亚库尔蒂奇-阿拉德自由区管理局关于推动建立自贸区（港）友好合作关系的谅解备忘录》。这标志着罗马尼亚库尔蒂奇-阿拉德自由区成为海南自由贸易港的第40个全球自贸区（港）伙伴，将进一步深化海南自由贸易港与全球自贸区（港）合作，充分发挥海南重要枢纽节点作用，助力推动海南自由贸易港在封关运作之年形成面向全球的高标准自由贸易区网络。

库尔蒂奇-阿拉德（CurticiArad）自由区建立于1999年6月8日，是罗马尼亚的六个自由区之一，是罗马尼亚连接欧洲的重要枢纽，具有独特便利的交通条件，主要经营汽车、运输和物流产业。

根据谅解备忘录，双方将共同推动和协调相关部门充分发挥各自政策、区位和产业优势，开展产业园区跨境或跨区合作，围绕规则、规制、管理和标准等制度型开放，相互借鉴有益经验和良好实践。

Withthesigning,CurticiAradbecomestheHainanFreeTradePort(FTP)'s40thpartnerwithintheGlobalFreeTradeZones(Ports)PartnershipInitiativeframework.ThepartnershipissettofurtherdeepenHainan'scooperativelinkswithfellowFTZs(FTPs)aroundtheworld,bolsteritsroleasakeyhubandnodewithintheInitiative,andadvancethecreationofahigh-standard,globallyconnectedFTZnetworkfortheHainanFTPontheeveoftheimplementationofspecialcustomsoperations.

TheCurticiAradFTZwasestablishedonJune8,1999,andisoneofsixfreezonesinRomania.Thezone,whichhasconvenienttransportationlinkswithEurope,countsautomotive,shipping,andlogisticsamongitskeyindustries.

AccordingtotheMOU,thetwosideswillfacilitateandcoordinaterelevantdepartmentstogivefullplaytotheirrespectivepoliciesandlocationandindustrialadvantagesindevelopingcross-border(inter-zonal)cooperationbetweenindustrialparks.Bothsideswillalsobenefitfromeachother'sexperienceandapproachesinadvancinginstitutionalopeningup,withafocusonrules,regulations,management,andstandards.
