Foreign high-level talents working in higher education institutions, scientific research institutes, enterprises, and other units within the Pudong New Area meet one of the following conditions and can directly apply for permanent residence in China upon recommendation by the People's Government of Pudong New Area.
在浦东新区区域内的高等院校、科研院所、企业等单位工作的外籍高层次人才，符合下列条件之一，经浦东新区人民政府推荐可直接申请在中国永久居留。
1. Recipients of prestigious awards or selected for high-level talent programs;

2. Well-known foreign experts, scholars, and professional technical talents;
2.外籍知名专家、学者、专业技术人才；
3. Foreign high-level talents in innovation and entrepreneurship;

1.Application. Foreign high-level talents in Pudong New Area applying for permanent residence in China can submit their application materials to the Shanghai Free Trade Zone Sub-district Management Bureau (Management Committee) where their employer is located; employers within each sub-district (industrial park) can also directly submit application materials to the Pudong New Area Talent Service Center; employers not under the jurisdiction of the Shanghai Free Trade Zone Sub-district Management Bureau (Management Committee) can submit application materials to the Pudong New Area Talent Service Center; the accepting department must issue a "Receipt" when collecting the application materials.
1.申请。浦东新区外籍高层次人才申请在中国永久居留可由其用人单位向所在的上海自贸试验区片区管理局（管委会）提交申请材料；各片区（园区）内用人单位也可直接向浦东新区人才服务中心提交申请材料；用人单位不属于上海自贸试验区片区管理局（管委会）管辖范围内的可向浦东新区人才服务中心提交申请材料；受理部门在收取申请材料的同时，须出具《受理单》。
2.Preliminary Review. The management bureaus (management committees) of each area in the Shanghai Free Trade Zone and the Pudong New Area Talent Service Center are responsible for the preliminary review, verifying whether the applicant meets the recognition standards and the authenticity of the application materials. If necessary, they will visit the site or interview the applicant's unit and related personnel. The preliminary review time does not exceed 7 working days.
2.初审。上海自贸试验区各片区管理局（管委会）和浦东新区人才服务中心负责初审，对申请对象是否符合认定标准及申请材料的真实性进行审核，必要时实地走访或约谈申请单位及相关人员，初审时间不超过7个工作日。
3.Review and Recommendation. For foreign high-level talents who pass the preliminary review, after being reviewed and approved by the municipal and district-level departments, the People's Government of Pudong New Area will issue a "Pudong New Area Foreign High-Level Talents Application for Permanent Residence in China Recommendation Letter".
3.审核推荐。对初审合格的外籍高层次人才，经市、区相关部门审核通过后，由浦东新区人民政府出具《浦东新区外籍高层次人才申请在中国永久居留推荐函》。
4.Handling. The Exit and Entry Administration Department of the Shanghai Public Security Bureau Pudong Branch will notify the employer, and the employer will inform the applicant to apply for the permanent residence ID card for foreigners at the Exit and Entry Administration Department of the Shanghai Public Security Bureau Pudong Branch.
4.办理。由上海市公安局浦东分局出入境管理部门通知用人单位，并由用人单位告知申请人至上海市公安局浦东分局出入境管理部门申请办理外国人永久居留身份证。
