On February 7, the Dalian Science and Technology Bureau in Liaoning Province shortened the processing time for foreigner work permits from the previous five working days to same-day completion.

2月7日，辽宁省大连市科学技术局将外国人的工作许可办理时间从之前的5个工作日缩短至当日完成。

According to the National Administration of Foreign Experts Affairs' Guidelines for Work Permit Services for Foreigners in China, the statutory processing time for a work permit is 20 working days. In recent years, the Dalian Science and Technology Bureau had already significantly reduced this period to five working days.

根据国家外国专家局发布的《外国人在中国工作许可服务指南》，工作许可的法定办理时间为20个工作日。近年来，大连市科学技术局已将这一时间大幅缩短至5个工作日。

Yuan Chi, Director of the Dalian Science and Technology Bureau, explained that employers submitting new work permit applications for foreigners can provide the required materials through the national Foreigner Work Management Service System. Once the relevant national departments complete their joint review, the permit can be issued on the same day at the bureau’s service window.

大连市科学技术局局长原驰解释称，雇主提交外国人的新工作许可申请时，可以通过国家外国人才工作管理服务系统提交所需材料。一旦相关国家部门完成联合审查，工作许可便可在该局的服务窗口于当日发放。

In 2024, Dalian launched a pilot program integrating the application and approval processes for both work permits and residence permits at a single service window. Additionally, the city implemented the integration of work permits and social security cards. These foundational and innovative measures have streamlined the work permit application process, reduced paperwork requirements, and laid the groundwork for achieving same-day approvals.

2024年，大连启动了一项试点计划，将工作许可和居留许可的申请及审批流程整合到一个服务窗口中。此外，该市还实施了工作许可与社保卡的整合。这些基础性和创新性措施简化了工作许可的申请流程，减少了文件要求，并为实现当日审批奠定了基础。
